Site-wide accuracy overhaul: removed outdated federal claims

Removed all references to active 30% ITC and 25C credits across homepage, calculator, state directory, state pages, city pages, and metadata. Added federal status banner, source badges, and last-verified dates to all pages.

One Big Beautiful Bill Act signed — Federal clean energy credits terminated

Public Law 119-21 (the "One Big Beautiful Bill Act") was signed into law. Section 25D (Residential Clean Energy Credit / Solar ITC), Section 25C (Energy Efficient Home Improvement Credit), and Section 30C (Alternative Fuel Vehicle Refueling Property Credit) were terminated for property placed in service after December 31, 2025. This affects all new solar installations, heat pump upgrades, and EV charger installations beginning in 2026.

Legislative Change

HEEHRA funding status changed to 'watchlist'

The Home Electrification and Appliance Rebates (HEEHRA) program was not explicitly terminated by the One Big Beautiful Bill Act, but the legislation rescinds unobligated IRA funds. States that have already received and committed funds may continue their programs; states with unobligated balances may lose them. We've changed HEEHRA status to 'watchlist' pending further DOE guidance.

Data layer created for federal program tracking

Created a centralized federal programs data layer (lib/federal-programs.ts) as the single source of truth for all federal incentive claims on the site. Each program entry includes IRS code, status, verification date, and source URL.

Site Update

Publishability gate added for city/state pages

Implemented a publishability scoring system for city and state pages. Pages that don't meet minimum data quality thresholds are marked noindex to prevent thin content from entering the search index.

API Change

Rewiring America API integration updated

Updated our Rewiring America API integration to use their latest endpoint format. Program data is now fetched in real time on state pages.
